(introduction to the Modern Logistics and Business Park of Qingbaijiang District)
1、General information
The Modern Logistics and Business Park covers an area of about 20 square kilometers, including a municipal logistics function zone with an area of 9,660 mu, which consists of Chengdu International Container Logistics Park of 3,509 mu, Chengdu Qingbaijiang Bulk Cargo Logistics Park of 3,651 mu, and a new zone of 2,500 mu for logistics function, and a municipal services gathering zone with an area of 11,920 mu, which consists of Chengxiang Gathering Zone of 4,860 mu, Xiangfu Gathering Zone of 3,450 mu, and Mimou Gathering Zone of 3,610 mu.
Up to now, a total of 65 enterprises have settled in the park, bringing in 74 contracted projects with a total agreed investment of RMB 33.837 billion, of which there are 45 logistics projects with a total agreed investment of RMB 16.722 billion and 29 trade projects with a total agreed investment of RMB 17.115 billion. Twenty five projects of Yuan Cheng Logistics, China Railway No.8, Qinglong (International) Building & Decoration Materials Town, Dagang Ceramics & Building Materials Town, etc. have been completed or partially completed and put into operation, including 8 specialized markets that have already been put into operation, with signed tenants 4,706.
2、Investment attraction and market operation
While being approved a national interim open port on April 21, the district speeded up the application for vehicle import and meat import port qualifications, speeded up the construction of supporting infrastructure of the customs bonded logistics center (type B), actively joined the application for the construction of Chengdu inland free trade zone, ensured the bi-directional stability operation of Rong-Ou Rapid Rail, focused on improving port facilities and service systems, completed the construction of the logistics & business exhibition hall, and established an international and open image.
We deepened the cooperation between the city group of Chengdu, Deyang and Mianyang, strengthened the cooperation with the coastal and border port cities, promoted the cooperation with the bonded ports of Erenhot and Qinzhou, and supported enterprises in Western China International Mechanical & Electrical Hardware Fair, Western Stone Industry Forum and other Expos to establish featured function zones in Chengdu’s exhibition industry.
At present, the park has put 8 specialized markets into operation or partially operation, with 4,706 signed tenants, of which 2,670 businesses are in operation. We focused on modern logistics, commerce and trade, finance, exhibition and information services and other emerging services. We also focused on introducing headquarters economy, research and development institutions, financial and insurance companies and other supporting businesses.
We promoted the formation of industry associations (chamber of commerce) of hardware and mechanical & electrical products, automobile sales and repair, agricultural and sideline products, logistics & distribution, etc. on the basis of the established Building Material Association to promote resource integration and joint development and benefit. At present, we are cooperating with Chengdu University of Information Technology to establish a modern logistics research institute and cooperating with Jincheng College of Sichuan University to establish a marketing research institute to address issues in the development of enterprises in the park and to guide healthy, rapid and sustainable development of enterprises.
3、 Highlights in investment attraction
First, relying on Rong-Ou Rapid Rail, the railway crossing, the bonded logistics center (type B) and other quality resources, focusing on packaging the European cargo hub and the business service projects, and focusing on world famous international freight forwarders, shipping companies, logistics headquarters, and intermediary companies to conduct investment attraction.
Second, with preferential policies for modern logistics industry, relying on Modern Logistics Tower and focusing on headquarters economy, research and development institutions, financial & insurance companies, intermediaries and other supporting businesses to conduct “house-call” investment attraction.
Third, relying on aircraft carriers, industry associations and other platforms established through the market carrier built in the three service industry clusters of Mimou, Chengxiang and Xiangfu to guide the development of market differentiation, to lead enterprises in comprehensive secondary investment attraction, and to attract regional general agents of quality brands of building materials, hardware and other industries.
Fouth, actively publicizing and recommending the West China Railway Logistics Center, “China ? Western ? Qingbaijiang International Logistics, Business & Building Materials Town” and other business cards of brands in the park through media, festival, exhibition and other platforms to attract the world’s top 500 enterprises, world’s top 100 logistics businesses, domestic top 100 enterprises and other famous enterprises to visit our area for investment.
